Google Not Launching Penguin 4.0 This Year; 14+ Months Since Refresh
Although almost everyone, including Google, expected the Google Penguin algorithm to be revamped and released as Penguin 4.0 this year - that is not going to happen.
I've been pestering Google about this for a while and Google gave me a statementyesterday afternoon saying it ain't going to happen this year. Google told me:
